The New Gateway to Dartmouth

Fathom Studio is applying for a Site Plan Approval on behalf of Manga Hotels to enable to a development on Best Street in Dartmouth. The project, designed by Sweeny&Co Architects, will consist of three high-rise residential towers on top of a connected podium. The applicable land use by-law would not allow for the three buildings to be connected and instead would require the buildings to be separated and the property subdivided into three different parcels. A site plan approval would allow the maximum building dimension to be increased for the site, permitting the buildings to be connected and the development to proceed as envisioned.

Where is the site?

The site is located at 20 Best Street in Dartmouth to the rear of Metropolitan Place and adjacent to the Angus L. MacDonald Bridge. It is located within the Centre 2 (CEN-2) zone as per the regional centre land use by-law.

What is a Site Plan Approval?

A site plan approval is a planning tool that allows the municipality to issue a building permit for a development that would not otherwise be allowed under the applicable land use by-law. Site plan approvals only allow developers to vary certain aspects of a building’s built form from a predetermined list of items within the land use by-law. Examples of these built form elements include unique building design, streetwall height, and grade-oriented premises.

What are we attempting to vary?

We are seeking to vary the maximum building dimensions of the CEN-2 zone in the Regional Centre Land Use By-Law. As it currently stands, the by-law allows buildings to have a maximum width of 64 metres and a maximum depth of 64 metres. We are attempting to vary this restriction in order to allow the bases of all three towers to be connected. This would then eliminate the need to subdivide the property into new parcels for each building. This variation does not increase the height of the buildings nor does it allow for more density.
